Downtown Washington has always welcomed visitors and locals alike with its historic charm, friendly faces, and strong sense of community. But few places capture that spirit quite like Ruff Kuttz Barber Shop located at 236 W Main Street. More than a neighborhood barbershop, it's a place where conversations flow as easily as the clippers, relationships are built, and everyone who walks through the door is treated like family.
Carnell William's, owner of Ruff Kuttz Barber shop interest in cutting hair began when he was just 12 years old. He would travel around the community with his barber tools, giving haircuts to anyone who needed one. After graduating from high school, he took a job at the local factory, National Spinning Co., working as a spinning doffer operating 15 or more machines that produced yarn. Although it provided steady work, he quickly realized it was not his true passion. After a few years, he decided to leave the factory and pursue his dream of becoming a barber.
Carnell attended Harris Barber School in Raleigh, where he earned his Master Barber License. Although he originally planned to stay in the Raleigh area and eventually open his own shop, he later returned to Beaufort County, where he spent two years working under a licensed barber to further refine his craft. The journey was not easy, and he faced many challenges along the way, but he remained focused and continued pursuing his dream.
In 1997, the location at 236 West Main Street in downtown Washington became available, and Carnell opened his first barbershop, Ruff Kuttz. Since then, it has grown into a welcoming and uplifting space where people gather not only for haircuts, but also for fellowship, conversation, and community connection. Today, he works alongside two other barbers and a hairstylist, all dedicated to serving their clients each day.

What do you love most about Washington?
What I love about Washington is the people. I have met so many good, hardworking people over the years who are like family to me. We encourage and support each other when needed. I also love the waterfront overlooking the Pamlico River and the peaceful vibes it brings to the City of Washington.
What kind of environment do you strive to create in your barbershop?
Since opening my shop, my goal has always been to make every customer feel welcome by creating an atmosphere of peace. I wanted it to be a place where people could come not only to get a haircut and look good, but also leave feeling refreshed in their spirit.
I am a barber and business professional, but I also see myself as a minister called by God to serve others, not just by meeting their grooming needs, but by helping carry the burdens they may walk in with. Prayer and worship music help keep the atmosphere positive and uplifting. I love worship music because it not only helps us get through the day, but also encourages and inspires our clients as well.
If you have ever faced a challenge as a business owner, could you share that experience and explain how you overcame it?
As a small business owner, the most challenging times for me were during Covid. We were closed for over two months. I didn't know each day what would happen next or where the finances would come from during this time. I didn't know what my clients were going to do. As much as I love what I do, I even thought about pursuing another career. My faith in God and my family helped me overcome my doubts and fears during this difficult time. Things eventually turned around, and God blessed me with double for my trouble! As a small business owner, there will be challenges that will come, but you must always speak positive things concerning your business, and things will work out for your good.
If your chair could talk, what would it say about the people who've sat in it?
When someone comes into my shop to sit in my chair, I find that there are different reasons. Some may just be looking for the haircut experience, there are also many who are looking for a word of encouragement. There are countless times that I have had clients showing up for a cut when they sat in my chair, and they began to share different problems that they were experiencing in their lives. What started out as a haircut would turn out to be words of encouragement and prayer. Sometimes it may not just be a chair experience, it may also be an entire shop experience where all of the clients waiting will get in on the experience.
What advice would you give to someone wanting to start their own business?
My advice that I would give to someone who may want to start a small business is to have a plan, ask questions and move forward. Some days may not be easy, but never give up. Speak positive words every day towards your vision and pray a lot.
